NHS Property Services (NHSPS), in conjunction with NHS England and the Department of Health, published a refreshed Charging Policy in 2017-18.

The Charging Policy provides clarity to NHS Property Services (NHSPS) customers on the charges payable for occupation of properties, as well as providing detail about the Vacant Space Handback Scheme. Read more about the scheme including how to apply.

Who does the policy apply to?
The policy is most relevant for customers without a formal lease in place (find out more about our leases). However there are areas which apply to all customers such as the launch of the vacant space hand back scheme and use of sessional space - which is now known as NHS Open Space.

What does the policy cover?
The policy clarifies our core charging principles and outlines charges payable for occupation of NHSPS properties. This includes regular charges (such as rent and service charges), invoicing disputes, VAT, capital expenditure recovery and dilapidations. The policy also launches the vacant space hand back scheme and sessional space policy.

What are the changes from last year?
The core of this policy is the same as the arrangements in place since 1 April 2016 when, in-line with other parts of the government estate, market rent was introduced across the NHSPS estate.
