Delivering a strategy to create a more efficient office estate whilst enabling a site disposal

Background

Site: This NHSPS freehold site extends to c. 5.5 aces comprising a range of dated and inefficient single and two storey buildings predominantly used as offices.

 Customers: Shropshire Telford & Wrekin Clinical Commissioning Group (CCG) and Shropshire Community Health NHS Trust (SCHT)

Stakeholders: Shropshire Council and Shrewsbury and Telford Hospital NHS Trust.

NHSPS representatives: Victoria Taylor (Senior National Office Programme Manager), James Bray (Senior Transaction Manager), Derek Croal (Senior Property Manager), Julie Gunning (Facilities Services Manager), Andrew Strange (Regional Partnership Director – Midlands).

Challenge

The CCG and SCHT teams occupied this dated and poorly utilised (45% pre-pandemic) estate. The challenge was to support the CCG  and SCHT to consolidate and relocate to smaller, more modern, and efficient offices which would enable them to embrace smarter ways of working, coupled with potential system savings. 

This project was identified as a priority for our customers and we included it in our Healthy Places programme.

Solution

We identified the potential for the CCG and SCHT to relocate and make use of office space within wider NHS and public sector estate. We undertook a study to show the current underutilisation and helped them identify alternative space. SCHT now occupy significantly less space.   

The CCG identified suitable alternative space within the wider public sector estate at Shrewsbury Business Park and relocated in May 2021 making use of our Vacant Space Handback Scheme.

SCHT has now partly consolidated its operations from Area 1 into Area 2 (see plan below) enabling vacant possession of Area 1 and its disposal.

Result

The scheme has resulted in estate running cost savings, the improved use of better quality estate and a substantial capital receipt to reinvest in the NHS.  

Relocating services to alternative space has offered a more modern and efficient working environment for the CCG and SCHT, enabling more flexible and collaborative working. Co-locating some teams within the same local authority space will also enable and encourage more joined up working.  

It’s also likely that this brownfield site will be developed to provide new homes in the area.
