The review was chaired by Sir Robert Francis QC following the public inquiry into the failings at Mid Staffordshire NHS Foundation Trust, which exposed unacceptable levels of patient care and a culture that deterred staff from raising concerns.

NHS Property Services has committed at Board level to the high standards set out by the Francis inquiry and the Freedom to Speak Up review, among others.
