NHS Property Services (NHSPS) has been appointed to support the delivery of the Government’s Neighbourhood Health Centre (NHC) Development Programme, an ambitious initiative designed to transform access to community-based healthcare across England.
The sites represent the first stage of a wider programme recently announced by the Department of Health and Social Care which aims to deliver up to 250 Neighbourhood Health Centres by 2035, with around 120 centres operational by 2030, funded by a total investment of around £50million.

This positions the health estates specialists strongly to deliver the Neighbourhood Health Centre programme at pace and scale, with the right expertise and specialist knowledge across our planning, advisory, delivery and energy and environment team ready to roll out Wave 1 of the scheme.
NHSPS’ Wave 1 sites will benefit from upgraded existing health facilities, creating modern spaces designed to support multidisciplinary teams, extended opening hours, diagnostic services, and improved access to community and wellbeing services.
The centres have been prioritised based on deliverability, potential improvements to patient access, and the opportunity to support areas with the highest levels of health need. Each scheme will undergo feasibility studies and engagement with local Integrated Care Boards (ICBs) to finalise plans, with the goal of completing works by March 2027.
Major Step Forward for Community Health
Neighbourhood Health Centres will enable patients to access a broader range of services closer to home, ensuring facilities operate 8am – 8pm, six days a week, and supporting integrated, proactive models of care.
Centres could host general practice services, diagnostics, rehabilitation, mental health support, social care services, and voluntary sector partners - all under one roof. This first wave also provides an opportunity to create flagship sites, showcasing best practice in utilisation, accessibility, sustainability, and patient experience. Enhancements may include upgraded reception and communal areas, better landscaping, digital and building smart technologies, and improved space management.
Our teams at NHSPS will now begin establishing cross functional teams for each site, engaging with ICBs and local neighbourhood providers to refine service briefs, progressing feasibility and design work and developing detailed delivery plans across all Wave 1 locations.
The remaining 16 Wave 1 sites will be delivered by other supporting partners including CHP, another government owned property company specialising in LIFT and PPP.
