Our budget schedule, explained

Before the beginning of the financial year, we’ll send you a copy of your Annual Budget Schedule (ABS) so you have the choice to make any changes to your occupancy or the services you receive from us. This was previously known as an Annual Charging Schedule (ACS).

You won't see all the items in this example on your actual budget schedule. What you will see depends on the services provided in your building.

For GPs Your costs for rent, business rates, water and clinical waste collection are reimbursable. Find out more about how you can reclaim your reimbursable costs in Your Guide to the Annual Budget Schedule.

Occupiers with a formal occupancy agreement must refer to the terms of their agreement when considering any occupancy changes.

Occupiers without a written or documented occupancy agreement must inform us of any planned changes to occupancy, at least three months in advance, by completing an Occupancy Change Notice: https://www.property.nhs.uk/occupier-hub/report-a-change-to-your-occupancy/ and ensuring that you also inform your commissioner.

This page provides an explanation about the purpose of your Annual Budget Schedule and the estimated costs it includes, as well as definitions for key terms used in our billing documents.

Budget overview

The budget overview includes key information about your property and shows the estimated total annual amounts for your property costs for the year ahead. This includes rent, rates, service charges and facilities management charges.

Detailed rent budget

The detailed rent budget provides a breakdown of your estimated rent charges for the year ahead. For GPs, this will also show the reimbursable elements of your rent charges. More detail about your estimated rent charges can be found in Your Guide to the Annual Budget Schedule.

Management fees explained

Management fees are charged on specific services at either 5 or 10 percent.

Detailed service charge budget

The detailed service charge budget shows a breakdown of your estimated service charge charges for the year ahead. It is split by cost type to provide more clarity on your charges.

Service charges relate to the common areas and shared areas of the building and services that you would expect to be provided, such as a reception area, toilets, lifts, stairwells etc. Additional sums include utilities, insurance and superior landlord service charges.

Detailed facilities management charges budget

This page sets out a breakdown of your estimated facilities management charges for the year ahead. It is split by cost type to provide more clarity on your charges.

Facilities management costs are for services delivered by NHSPS to the exclusive area that you occupy within a property. There may be costs within this section that relate to services you receive as part of your business requirement such as clinical waste management, medical gases, linen and laundry service etc.

Please note that this relates to the whole property budget and you will need to refer to the Occupier Apportionment Schedule for your share of the services you receive.

This page shows the breakdown of how your charges are split based on the services you receive from us and your occupancy. You will see an occupier apportionment schedule for your estimated service charges, facilities management charges and rates.

Occupier reimbursables summary

For GPs: The reimbursables section in your ABS provides an overview of the total amount your practice may be eligible to claim from your commissioner under each reimbursable charge type (rent, business rates, water and clinical waste services).
